I'm interested in your precip forecast for the Portland area winter '08-'09.
I have a daughter with water problems in a wet winter - as Nov 2006. A repeat of that would merit some "heroic work" now - Sep '08 to shore up defenses. A normal to below normal precip regime isn't a severe problem for her but about one year in five or maybe six puts her place and neighboring homes in a veritable lake. No guarantees - that's understood -just looking for informed opinions.
